この場合に propulsion は使えないので、次のように言うと良いですよ。

「会社が在宅ワークを推進するようになり、人との関係がますます変わってきている」

propulsion は「推進力・駆動力」のことを言います。
例：
You could hear the propulsion of the race car engines at Indy 500.
「インディ５００でレースカーエンジンの駆動力を聞くことができる」
