頭ではわかっていても、なかなか実行に移せないって英語でなんて言うの?
自分から話しかけに行かなくちゃ、と頭ではわかっているが、
なかなか積極的になれない、という感じで言いたいのですが。。。

「頭でわかる」というフレーズは直訳してもいいです。
I know it in my head.
また、より硬い言い方は
I know it intellectually
知識的にわかる
「実行に移せない」は直接言うと、
I can't implement it.
この言い方は少し硬いので、より柔らかい言い方をオススメします。
I can't bring myself to do it.
自分自身を実行に運べない
I know it in my head, but I can't bring myself to do it.
I know it intellectually, but I can't implement it.

頭では、は、英語では、know intellectually, と言います。
~したいけど、実際にはできない、というのが、一番近い表現になると思います。
