日本語に近いように言うなら、次のように言うと良いでしょう。
ーShe's a very elusive person.
「彼女はすごくつかみどころのない人だ」
elusive で「つかまえどころのない・わかりにくい」

もう少し自然に言うと次のように言えます。
ーShe is a hard woman to understand.
「彼女はわかりにくい女性だ」

ーShe is a hard lady to relate to.
「彼女は関わるのが難しい女性だ」
to relate で「関わる・付き合う・理解する」などの意味があります。
