この場合、次のような言い方ができますよ。
ーI'm sorry, but the seats on the terrace are reserved for people who order cake.
「申し訳ないですが、テラス席はケーキを注文された方専用です」
the seats on the terrace are reserved for ... で「テラス席は…専用です」と言えます。
ーCustomers who order drinks or ice cream can sit on one of the chairs outside.
「ドリンクかアイスクリームを注文されたお客様は外の椅子にお座りいただけます」
