この場合、次のような言い方ができます。
ーA shirt that can be worn in any season
「季節を問わず着れるシャツ」
洋服の場合は to use より to wear を使って言う方が自然です。regardless of ... を使うのは大丈夫です。
ーA blanket you can use in every season/all year long
「オールシーズン使える毛布」
can be used の代わりに you can use と言うこともできますよ。
ーSocks you can wear all year long
「年中履けるソックス」
a pair of socks でも間違いないですが、このようにフレーズで使うなら socks の方が自然な感じになります。
