1. 「It looks like...」や「It seems like...」、「It says...」という表現は、事物や状況について主観的な解釈を述べるときに使われるフレーズです。情報が電光掲示板やアナウンスから取得された場合に良く使われます。「in + 時間の表現」で、「...後に」という意味が表現されています。
2. 「They said...」のフレーズは、第三者から得た情報を伝えるときに使用されます。この場合、駅のアナウンスから情報が得られたと推測されます。
3. 「It'll be stopped for about / another 30 minutes」の表現は、特定のアクション（この場合、「電車の運行」）が一定期間（この場合、「約30分」）継続されることを示しています。
