'What's up' is not much used in the UK. 'How's it going' or 'How are you?' is more normal. If someone asks, 'What's up?' in the UK, it usually means: 'What is the problem?' For example, "What's up with you?" may be understood as quite an aggressive question meaning: "You seem to have a problem and that is annoying me."
