「私はいつも一番安い物を買うことにしています」というのは、シンプルな表現で
I always buy things at the lowest cost.といいます。
always = いつも
at the lowest cost(またはprice) = 一番安い価格で

I always buy the cheapest things.という言い方もあるかもしれませんが、
cheapは「品質や見た目が悪い」というニュアンスもあるので、
その代わりにat the lowest costにしました。

I always buy the cheapest =いつも一番安いのを買う

「何を買うにしても」と言う意味合いを足したいのであればI always buy the cheapest of anythingと言います。

I make it a rule to only buy the cheapest＝一番安いものしか買わないと決めているんだ。

後者は堅い意思を感じます。

この場合、次のような言い方ができますよ。

ーI always try to buy the cheapest things I can.
「いつも一番安いものを買うようにしている」
