ある観光地は世界中から観光客が訪れ国際色豊かである。その街に魅せられ移住を決意したものもたくさんおり一見しただけでは旅行者なのか現地移住者なのか見分けがつかない。
求めてるのはDo you live around here ? じゃないです。 Are you a resident or a tourist ? とかありですか？
このように聞けば「ここの出身ですか？」となるので、もともとそのエリアに住んでる人なら"yes" ですし、旅行者はもちろん、そこに住んで間もない人は"no" でしょう。出身という意味自体が曖昧なので、このように聞けばほぼ、その人がそこに居着くまでの経緯が聞けるはずです。
Are you a resident or a tourist ? は間違いではないですが、あまり洗練された言い方ではないと思います。

A 'local' refers to a person who lived at a certain place such as a town, city, or district.
Let's say you were born and raised in Shibuya.
We can say that you are a local from Shibuya.
Many native speakers use the word 'local' in these instances.

A native of an area is someone who was born and raised in
that place.
If you ask someone whether a place is their hometown, you
want to know if that is where they were born.
A native of an areaは、その場所生まれ育った人のことを意味します。
また、その場所があなたのhometownかと尋ねれば、生まれた場所がどこであるかを知りたいことを意味します。

This asks the listener if they are living in the immediate area. Even if they are not living in the area they may tell you that they are familiar with the area and help you to your destination.

This question does not specifically limit the question to if they live in the specified area, however most likely if the listener is from the area they may have some valuable and helpful information for you.
