上記を訳すると、「ボリビアには、日本のようにそれぞれに特徴のある四季がありません。雨季と乾季しかありません。」「四季の変化」ではなく、「四季」という使い方をしてみました。
どの国にも四季は一応ありますが、日本のようにそれぞれの四季の特徴がはっきりしてるわけではありませんよね。四季のことを英語では、’four seasons’と言いますが、この場合は、それぞれの四季に特徴があることが重要なので、「distinct seasons」（特徴のある季節）というフレーズを使ってみるのが良いかと思います。

It is a phrase that is commonly used and can be said with other situations like "You're either with us or against us. There is no in between!"
You can also say "Unlike Japan, Bolivia only has two seasons." and it would be understood that Japan has all four.
