The most common of the two is the first one. Both mean the same thing but the second one is more professional as some people think that a "party"is more of a casual event then a celebration.
When an author makes public a new book they have written, It is typically celebrated with a group of persons and the press or media. They will often have some special elements to the event. It may be personalized autographs or interviews. It may also be for the purpose of networking. It is referred to as a book launch or signing because launch actually means to start. The main purpose of the event is to sign the books with autographs or to get to know the author and their new book.
"I'm going to a book signing at the local book store." These are very common. The author signs their newly publicized book, especially famous authors. It is also called a "book reading". "We are going to the book reading of my favorite author." A book reading is where the author reads a piece of their new book to entice people to buy it. In general, these events are called Authors event or Author party. It is not specific to what will be going on at the event. A "book launching" or "publication party" is specific. A new book will be publicized for sale there.
