という表現がまず一番自然なのですが、それ以外にも、There is no opportunityやchanceでも伝わると思います。
例）Even though I studied hard, there was no opportunity to practice English.
「一生懸命勉強したけど、英語を使う機会がありません。」

「〜する[機会](https://eikaiwa.dmm.com/uknow/questions/32095/)がない」は have no chance/opportunity や not have any chance/opportunity と表現できます。
「(英語を)使う」は、useを使えば「[駆使する](https://eikaiwa.dmm.com/uknow/questions/69890/)」、speakを使えば「会話する」といったニュアンスを出せます。
「せっかく〜のに」は「〜したにもかかわらず」とすれば、文を作りやすいでしょう。
"even though〜" や "although〜"(やや堅い言い方) の他に、"despite〜" は文中で使われることが多いです。
