すみません(Excuse me)と最初につけてきっぱり言いましょう。

starts = 始まる
back there = あっち(後ろの方)

あまり場の空気を悪くしたくなければこのように丁寧に言ってあげるといいと思います。
物わかりの良い人なら素直に聞いてくれるはずです。
相手が全然話を聞いてくれないとか憤りの気持ちを込める場合には、Excuse me.も語気を強めに言うと「おいちょっと待てよ」「あんた何やってんだ」的なニュアンスになりますし、
さらに例えばWe are all waiting in line.「みんな列に並んでるんだ」などと付け加えると、しっかりと列に並んで欲しいという意思表示ができると思います。
ちなみに私もイタリアで列に割り込んでくる人に遭遇したことがありますが、そのときはガイドの方がイタリア語で(そして慣れた様子で)「割り込むな!」とかなり強い口調で注意して追い払ってくれました(笑)
私たち日本人からすればマナー違反や横柄な態度に映るようなことが、(イタリアなどのようにスリなどの犯罪に巻き込まれてしまうようなことがあることも含めて)国によっては当たり前のようになっている場合もあるでしょうから、ときには思いきって注意することも大切ですね。

It's never a kind gesture when someones cuts in front of you in line, but that doesn't mean we should be rude as well.
We should politely confront them starting with "excuse me" and then explaining that it is not okay to cut.
If someone has cut in front of you in line and you are not happy about it and want to say something to someone, you can say something like "Please do not cut line, it starts back there." or "Excuse me, the line starts back there.".

If someone cut in front of you in the line, such behavious is considered rude in most western countries. If you want to tell the person about it you can say any of the following statements:-
1. Excuse me, that was my spot.
You can use this statement, if you want to be polite and inform the person that cut in, that the spot they want to take is your spot.
2. How rude! I am in the line!
Sometimes when someone acts in this manner by cutting in front of you, it may make you angry. This statment is normally used when people become angry by the rude actions of others.
3. You can't do that, I was here before you.
This is another example of how a person may respond if they become angry by someone cutting in the line in front of them.

You have used the adverb 'please' to politely let the person that he/she has done an unacceptable thing by jumping the queue.
You have used the phrase 'jump the queue which means 'to enter a queue or line at any position other than the end'.
And then you add, 'you follow me'. This means the end of the queue is at your back.
In the second sentence, you first of all alert the person by saying' excuse me' and you carry on to make the person aware that he/she has jumped the queue, and politely advise the person to go to the back of the queue.
In the last sentence, you start by saying 'sorry' which in this case you are expressing an apology before letting the person know that he/she can not jump the queue.
You then proceed to politely tell the person to go to the back of the queue.
You would like to know how to describe the situation where a person cuts in front of you in line at a tourist spot.
In the UK we would usually say for example:"I was waiting for the underground train on the platform when a man suddenly pushed in front of me'. If you would like to say something to the person who did this you may state:
"Excuse me, this is a queue!" or, more aggressively: "Hey, don't push in - there's a queue here!"
Note: In the US, the tendency is to say 'in a line' whereas in the UK, we usually say, 'in a queue'.

Some pople are unaware of the QUEUE system:
Certain cultures do not understand the concept of "standing in line" and so they just move to the most advantageous spot they can see..
It does not mean they are being rude! (most of the time)
We can gently remind the offender that there is a system in place that ensures fair play for everyone;-D
When someone cuts in front of you in a line and you want to tell them politely to go to the back/behind you; then you may say:
-Excuse me, the line is behind me.
-Excuse me, the back of the line is over there.

When someone goes in front of me in a line at a tourist spot, I would first try to make sure that the person is aware of the queue/line as sometimes people blindly don't realize what they have done. In this instance we can say, "Excuse me, there is a line/queue," to have them be aware that they might have cut you.
Another way that we can say to be more blunt and straight forward is to just say, "excuse me, you have cut me in line." The verb, "to cut," when referring to a line/queue talks about when someone goes in front of someone else in the line.
観光地で、人が割り込んできたら、私なら列があることに気づいていない人もいるので、まずその人が列があることに気づいているかを確認します。
