たまにりますね！ボールペンの調子がいまいち！
ここで三つのパターン考えました：
●This pen isn't working properly.
→ボールペンのインクの出が悪くなった
●I think I'll need a new pen!
→バールペンを交換したいのですが。
→I think Ill need○ →○が必要かも
●May I borrow a different pen? I'm having trouble with this one.
→別のボールペンお願いしてもいいですか？こちらのインクの出が悪くなった
→I'm having trouble with →コチラのボールペン調子悪い

The ink in this pen isn't coming out as well anymore.
The ink in this pen has dried up.
"This pen isn't writing well anymore"というのは書いた通りペンがよく書けなくなちゃったという意味ですね。
第２目は直訳に等しいです。「出が悪くなった」が"isn't coming out as well anymore"ともいえるんだけど自然に聞こえないかもしれません。その代わりに、第３目、"The ink in this pen has dried up"(このボールペンのインクが乾いた)は原文の意味に近いんだけど自然にも聞こえると思います。
