A youngster is a young person. of about the age 10 - 16, young person, young adult, young man/woman, youth, juvenile, teenager, adolescent, junior, stripling, whippersnapper.
A pre-teen would be someone younger than a teenager.
You could also approximate someone's age by saying what age you think they are:
"I saw a young lady of about 13 years of age, waiting outside the post office."
You could also call someone of this age 'a youth'
