A pre-teen would be someone younger than a teenager. You could also approximate someone's age by saying what age you think they are: "I saw a young lady of about 13 years of age, waiting outside the post office." You could also call someone of this age 'a youth'

A minor This is a person under the age of full legal responsibility.Minors are individuals who may not be held accountable for any decisions that have legal implications.In some countries this term is used to describe any person under the age of 18 years . e.g Minors are not allowed to sign contracts without the presence of their parents.
