(1)(2)ともに people を 「誰か」「ある人」の someone に置き換え可能です。
(2)は経験を表す現在完了ですが、過去形でも間違いではありません。
他にももっと言えると思いますが、代表的と言えそうなものを選びました。
これらの言い回しは、例えば企業などが人材を探している場合になどにあっているかもしれません。
ただし注意事項があります。
次の例のような場合には少し違う言い方のほうがいいように思います。
例) 彼は留学経験者です(友人などを指して言うとき)
He is someone who has studied abroad.
someone は「誰か」「ある人」という意味を持っているので、この言い方は間違いではないですが、少し遠回りな言い方です。場合にもよるかと思いますが
He has studied abroad. 彼は留学したことがある。
とするほうが良いです。

Overseas and abroad are both terms that mean 'in another country'.
Studiedはstudyの過去形です。Studyとは、知識を得るために学校やカレッジ、大学などの教育機関で時間と労力を費やすことです。
