I think it's great whenever you can to use the original names for foods and then simply explain them! A croquette is a French food that lots of people are familiar with and it's quite similar.

Based on the picture, I believe this to be a, "Croquette," which is basically like a ball of minced meat, vegetables and potatoes.
However typically Croquettes are usually in a ball form and usually have a creamy, cheese filling whereas this is a patty and doesn't have that typical cheesy filling that you would except.
Another option is that it is a hash brown, which is consistent of fried potatoes covered in bread crumb.
