今回紹介させて頂く英文では、partsを主語にして
「部品が検査不合格になった」と「出荷(されることが)できない」を
andでつなげて、部品が出荷できない経緯を説明しています。
be unable to V（動詞の原形） で 「Vできない」という意味です。
can't V だとかなり直接的な表現ですが、このように言い換えることで
日本語でいうところの「～しかねる」のように、少しニュアンスを
和らげることができます。（あくまでもイメージですが）。
ちなみに、”誠に申し訳ありませんが、当初予定していた部品は、
検査不合格のため、出荷出来なくなりました。”という文は、
We deeply regret that the parts failed inspection and were unable to be shipped.
と表現できます。
他例ですと、
ex. We can't do that. 「そうしたことはできません」
よりも、
ex. I'm afraid, but we are unable to do that.
「恐れ入りますが、そうしたことはできかねます」
＊訳はあくまでもイメージです
と言う方が、やや柔らかく響きます。
