基本的に、「慣れている」used toを使います。
「使う」は英語でuseなので、「使い慣れていない」は I am not used to use computersになります。
・鈍い＝slow
「パソコンを使い慣れてないから、操作が鈍い」は以下の通りになります。
I am not used to use computers, so I am still pretty slow.
＊ニュアンスとしては、「パソコンに慣れていないから、まだ少し遅いんです」という意味になります。

「使い慣れてる」は、
"be used to using" / "be good at something" / "be familiar with something"
などの表現を使うことができます。
"be used to"は、「～に慣れている」
"be good at"は、「～が上手だ」
"be familiar with"は、「～に精通している・馴染みがある」
という意味です。
「パソコンを使い慣れてない。」という場合は、
"I'm not used to using computers."
"I'm not good at computers."
"I'm not familiar with computers."
"I don't know much about computers."
またスラングですが、
"I suck at computers."
という表現もあります。
