These are synonyms for "carry-on baggage" which you can take on the plane. Your carry-on bag should only weigh seven kilograms or less, therefore only a certain weight is allowed on the plane and does not need to be checked in. The words 'luggage' and 'baggage' mean the same thing here, so you can use either word. The luggage we take on the flight can be called either 'carry on' or 'hand' luggage. Again, both of these words are OK. I personally use the term 'hand luggage'. It is the easiest one to say! The luggage we do not take on the plane with us is called 'checked luggage'.
