I have been learning English on and off for five years.
ずーっと継続してやっているわけではなく
時々やってないときもある、
というのを on and off と言います。
トータルでは3年とのことですが、5年前から英会話のを学んでいらっしゃるので、
I have been learning English on and off for five years.
と言うことができます。
on and off を使った他の例文では、このようなのもあります。
It rained on and off all day yesterday.
昨日は一日中雨が降ったり止んだりだった。
I’ve been on and off with my boyfriend for almost five years.
私はボーイフレンドと別れたりくっついたりしてなんだかんだ5年付き合ってます。

1) I had time periods where I didn't (study).
「（勉強）をしてない時期もありました。」 という意味です。Time periods は複数形です。こういう勉強の休憩は一回だけではなくて、時々勉強しない時期があったという意味です。
２）I have been studying on and off.
「on and off」はこいう場合に役に立つ表現です。「On and off」というのは何かをやったり止まったり、やったり止まったり、こういうパターンです。何かをずっとやっているわけではなくて、やってない時期もありました。
There were periods of time I wasn't studying (because my motivation dropped).
I couldn't always stay motivated.
I didn't study consistently the whole 5 years.
1) There were periods of time I wasn't studying (because my motivation dropped).

These are the three ways I would say it. There are many ways to say things like this, but these are natural, easy-to-memorize phrases that sound native.
