例えば、

彼女がいつも起こる時は、うるさくてしょうがないーI can't help but to tolerate her loud voice when she gets mad at me.
人に対するうるさくなく、丁寧に接するしたほうがいいーYou should avoid being bossy and try to be nicer with other people when you want to bond with them.
という言い方があります。
要するに、「うるさい」というのは、
Annoying
Loud
Noisy
Bossy
などの表現を使って頂ければ、幸いと思います。
この場合、次のような言い方ができますよ。
ーHe's hungry and he won't stop talking about it.
「彼はお腹が空いたとうるさい」
He won't stop talking about ... で「彼は…とうるさい」と言えます。
ーHe won't shut up about being hungry.
「彼はお腹が空いたとうるさい」
He won't shut up about ... で「彼は…とうるさい」とも言えます。
