Please take a seat anywhere in the first four rows は「どの席でもいいので、前から4列目までの席に座ってください」。 です。

Please sit in the first four rows は「前から4列目までの席に座ってください」という意味です。

All new employees, please take a seat anywhere in the first four rows.( 新人の方たちは、前から四列めの好きな席に座ってください。)
You will be training together with the current employees.
(社員と新人で研修を行います)。

Please use the remaining 6 rows for training.
(残りの6列は研修のために用いてください)。

後ろからだったら、もちろん「the fourth row」だけで通じません。こう言います：
「Please sit in the fourth row from the back.」
