ちょっと違いますね。堅いと言うか、ここで"sea"と言う単語は使いません。
本当は sea ですが、目前に[海](https://eikaiwa.dmm.com/uknow/questions/44659/)があるなら " the water "と言います。
なので、「I can't get in the water....it's too cold" が最も自然です。
Even if we were to go to the ocean, it's cold and I couldn't get in the water.
Even if we went to the beach it's too cold to jump in the ocean.
例文１「[海](https://eikaiwa.dmm.com/uknow/questions/44659/)に行ったとしても[寒くて](https://eikaiwa.dmm.com/uknow/questions/34509/)水（海）に入ることができない。」
Even if 主語 + were to + 動詞の原形, 主語 + could/couldn't + 動詞の原形
（仮に）〜なら、〜できただろう。/（仮に）〜だとしても、〜できないだろう。
という仮定法を使っていうことができます。
例文２「ビーチに行っても寒すぎて海に入れない。」
Even if を使った「たとえ〜でも、〜。」という言い方です。
質問者さんのおっしゃった、I can't get in the sea. は間違いではありませんよ！
get in the sea
get in the water
jump in the ocean
どれも「海に入る」という意味で使えます。

"the sea"はどちらかというと海そのものについて話している時に使うニュアンスがあるので、（海の）水が冷たくて入れない、ということを言いたい場合は
"It's too cold to get in the water."
また、冷たいから入れないよ、ということを簡単に言いたい場合は
"The water is ice-cold."と言ってもいいです。
