「ゆっくりできない」は英語では to be unable to relax になります。
「ゆっくりする」は英語では to relax になります。「できない」は unable to です。
友達と一緒にお昼ご飯行きたいけど次の予定があるからゆっくりできない時に
I don't think I will be able to relax. と言います。
例文
I don't think I can make it to lunch at 12:00 because I have another appointment at 13:30. I don't think I will be able to relax because I will keep worrying about whether I will be on time to my next appointment.
（13時半に他の予定がありますので、１２時にお昼ご飯に行けないと思う。行けば、次の予定を間に合うかどうかをずっと心配するからゆっくりできない。）

他の日に会えば良いと思います。一緒にお昼ご飯を食べる時に焦っている感じしたくないですよ。
to feel rushed は焦って感じる意味ので、「ゆっくりできない」と言いたい時にも言えます。
