規定は rule。
昨年からは「since last year」
ある時期から〜 を表現する時は since を使います。
例えば：「I've been feeling tired since Monday」
従って、「Have the rules changed since last year?」がお求めの英語です。
- "Have the regulations changed since last year?"
これは、「昨年から規定は変更されていますか？」と確認する表現です。「regulations」は「規定」、「changed」は「変更された」、「since last year」は「昨年から」という意味です。
