後者の one-off は 一度限りの出来事 という意味です。
「たった一度だけ、この衣装を着た真の理由教えて下さい。」
"Please tell me the real reason why you wore this outfit for the one-time-only." など
この場合で one-off と使いたい場合は outfit の後に as a one-off などと
付け加えます。

例文１は「なぜその衣装をたった一度だけコンサートで着ることにしたのですか？」というニュアンスになります。

only once は「たった一度だけ」
例文２「あなたがコンサートで一度だけそのドレスを着た背景事情はなんですか？」というニュアンスになります。
