電車の上り線、下り線って英語でなんて言うの？

「電車の上り線、下り線」は英語で言いますと「Train's in-bound line and out-bound line」です。

「上下線とも運転見合わせ」は英語で「The in-bound and out-bound lanes are stopped」と言います。
「Both lines are stopped」でも大丈夫です。
「見合わせ」は「Stopped」でもいいし「Postponed」か「Suspended」でも言えます。

言い方がたくさんあります。
例えば、
「Up and down lines are both postponed」
「Both the in-bound line and the out-bound line are suspended」
「Both in-bound and out-bound lines are currently suspended」

そのままup line, down lineとも言いますし、inbound lane, outbound laneとも言います

上下線という場合には「どちらの線も」という意味で both lines やboth lanes と言うと思います。
