on a scale of 1 to 10 は「10段階評価」と言う意味です。
英語圏では100満点よりも10段階で表すことが多いです。
10段階評価だと細かい評価がでないように思うかもしれませんが、"8.5"のように小数点で表すことができますので実際は100段階評価と変わらず評価できます。小数点の読み方は8.5(エイト ポイント ファイブ)。「.」は「ポイント」と読みます。
