「もし桜が見たいのであれば4月に日本に来るのがおすすめです」と言いたいです。

Tomさんの文で１つだけ言うなら、「４月に」は in April と言うほうが良いです。
during を使うなら、during the month of April と言います。

If you want to see the cherry blossoms in Japan you should come in April. 
「日本の桜を見たいなら、４月に来ると良いですよ。」

April is the best season for cherry blossoms in Japan.
「日本の桜は４月が一番良い季節です。」
とも言えます。
the best season の代わりに the best month「一番良い月」とも言えます。
