交渉する＝negotiate/discuss ("discuss" は "議論" の意味に近い）
決定ではない= not decided
1) This subject is still under negotiation, nothing has been decided yet = この案件はまだ交渉中です、まだ何も決定されていません。
2) We are still discussing this matter, no decision has been made yet = (私たちは) まだこの案件について交渉中であり、まだ決定はなされていない。
