まず「～に基づき」というのをそのまま英語にすると、”based on" という直訳が考えられます。
”Based on the instruction from our HQ, ...." : 「[本社](https://eikaiwa.dmm.com/uknow/questions/33130/)からの[指示](https://eikaiwa.dmm.com/uknow/questions/32133/)に基づき」
また、「基づき」という日本語の表現の実際のくだいた意味にもなる「・・・を考慮に入れて」という意味から ”considering" （考慮して・・・）という言い方も全く同じニュアンスの表現として用いることができますね。
”Considering your request":「あなたの依頼に基づき」
これをまたさらに砕いた表現、”taking .... into consideration" と言えば、「・・・を考慮に入れ」 → 「・・・に基づき」という意味でまた使える別パターンの表現ですね。
