The phrase 'only Japanese names' used in the first and second statements means 'exclusively Japanese', or, 'to the exclusion of all others'. This means that Kanji can be used to write exclusively Japanese names and not foreign names. In the third statement, the first part of the sentence states that 'you can't write a foreign name using Kanji'. This is the same as saying 'Kanji can't be used to write a foreign name'. The second part of the third sentence says, 'but you can use it to write a Japanese name, which is the same as, 'only a Japanese name can be written using Kanji'.
