電車の"回送" と書いてある部分に
英語圏の国では"out of service" と書いてあります。
回送という意味ではありませんが、同じ状況(回送中、試験運転中)の電車に使う表現です。
out of serviceは直訳すると"営業してない"
という意味で、主に"準備中"のような状況に使われます。
ですので、
This train is out of service and heading to the garage.
この電車は回送電車で車庫へ向かっています。
と言えば
回送電車が車庫へ向かっていると伝えれます！
この所、日本でも Not in Service と書かれたバスや電車が走っているのを見かける事があり、今までは英語表記なんてなかったのになんて思っていました。
ただ、out of service も使えます。 ただ、out of service には回送というよりは業務（運転）停止中などの意味合いがあり、機械類の故障の際に out of service と貼ってある事があります。 この事から「使えない」＝電車やバスが走っていれば “乗れない” んだなーとわかります。
This train is going to be not in service. You cannot get on. It's going to the train garage from now.
訳：この電車は回送となります。 乗れません。 今から車庫に行きます（入ります）。

When something requires maintenance or fixing and cannot provide the service that it is supposed to, you can say it is:
Out of order
This means that is not working as it should and needs fixing.
Out of service
This means that it cannot provide the service that it should.
I couldn't board the train because it is out of order.
The train was out of service.

We were waiting at the railway station and our train was late. Then suddenly, a train approached the station. But it went straight though the station at high speed. I asked the station master about it and he told me it was an untimetabled train going back to the depot.

Ttrains are designated as fit to run or "in service" when they are working their
normal route. However sometimes they deemed no longer viable for use...
For whatever reason ( leaking toilet pipes ... or perhaps an electrical fault)
They are "taken out of service"...IE Displaying a sign or notice" NOT IN SERVICE"
電車は通常のルートで動いている時は、in service(運行中)と表示されます。しかしもはや運行に適していない状態になることもあります。
運行出来ない理由は様々です。（トイレのパイプからの水漏れ又は電気系統の故障かもしれません）
そのような電車は回送になり、" NOT IN SERVICE"と標示又は掲示されます。
The train is unavailable at the moment, it is going in for maintenance at the garage.
The train is out of service at the moment.
We can either say that the train is "unavailable" or that the train is "out of service". Both of these mean that the train is currently not in use. As with the first example, you could add extra information as to why you cannot board that specific train. If you would like to use the extra information and add it to the second example sentence, you could say "The train is out of service at the moment. I cannot board it because it is going back to the garage for maintenance."
