「litter」は名詞でも動詞でも使えます。動詞の「litter」は、名詞として使っている場合の「throw litter on the ground」と同じ意味です。
「The park is kept so clean」は受け身の形です。能動態にすると主語が必要ので「they」を使います。「The cleaning staff at Disneyland」でもいいです。
