Sorry, Could you change the delivery time from 2PM to 4PM on Nov 7th?
デリバリーの日にちを11月7日のPM2～4時に変更願いますって上記で合ってますか？

Could you please change (the original delivery time)/(the 2pm delivery) to 4pm instead?
"Please"を"Could you"のあとにつけると丁寧な言い方になります。
"The original delivery time"
もとの配達時間
"The 2pm delivery"
午後2時の配達
"Instead"
