まず日本語の「運用能力」という表現を直訳するならば；
”operational capability" （”operation" ：「運用」＋ "-al"（形容詞化）、”capability"：「能力」）
という表現になります。
英語は日本語ではない為、つまり言語が異なることで感性が若干でも異なるために、何でも日本語と全く同じそのままの直訳で表現することは多くありません。
従って「言語」などを対象として上記表現に近い言い方となるのが、”command” という単語を使った表現になります。この単語の直訳は、”指揮をとる”、「言語」などを対象にした場合は、「操る」、「こなす」という意訳になり、通常会話の中で一つの表現としてよく使われていますね。

一方、ＴＯＥＦＬという試験名は、"Test Of English as a Foreign Language" （訳：英語を外国語とした人向けの英語試験）、ＴＯＥＩＣ： ”Test Of English For International Communication" （訳：国際的なコミュニケーション力をはかるための英語の試験）になりますね。
そこで、今回のご質問通りの「英語運用能力」という、どちらかと言うと上記で挙げた表現のような形ではなく、一つのタイトル的な名詞などの響きでは、”proficiency" ＝ 「熟達」、「習熟」という単語が一般的に用いられています。結果的にこれを英訳すると、”English Proficiency Test" という形になり、これもまたよく聞く一つの英語表現ですね。

2.An EFL or ESOL test which tests non native speakers' English ability.
An English test would usually be taken by native English speakers and one would imagine perhaps a GCSE Test, an 'O' Level Test, an 'A' Level Test, or maybe a degree in English Literature.
However, EFL or ESOL students would typically be studying for TOEIC, IELTS, First Certificate, TOEFL exams. There are different exams, so, it depends on which in particular you are talking about. As far as I know, IELTS is more popular in Europe, whereas, TOEFL is an American and British test but it depends on universities.
