アカウント等は made よりも create が用いられたりopenが用いられたりします。

自分のアカウントというのは脈略上は伝わるので、a new account もしくは a new も取り払って an account でも大丈夫です。
もっとカジュアルにいう場合は、I started Tweeting. / I started Twitter.
Sign up for（〜に[登録する](https://eikaiwa.dmm.com/uknow/questions/40460/)・〜に参加する）を用いて I signed up for Twitter も使えますよ。

語句の意味ですが、「create」は「〈人が〉…を（思考力・創造力によって）作り出す, 生み出す, デザインする, 創案する, 発明する」（ランダムハウス英和大辞典）、「open」は「〈口座などを〉開く」（ランダムハウス英和大辞典）といった意味です。
いろいろな言い方ができると思います。

I would only recommend using this phrase if you had a Twitter account previously and are opening up a different one. In that case, you can say that you "Started a new account," as opposed to your old account. You can also say, "I shut down my old account." Or, "I quit using my old account."

最近ツイッターのアカウント開設したり、違うアカウントを作したいときこのフレーズを使う事をおすすめます。
この場合、古いアカウントとは対照的に「Started a new account（新しいアカウントを始めました）」と言う事ができます。
「I shut down my old account.（古いアカウントは閉鎖しました。）」や「I quit using my old account.（古いアカウントを使うのをやめました）」と言う事もできます。

You can also say, "I created a new English Twitter account." Another option is to just say that you have a new account. Perhaps you can say, "I have a new Twitter account for tweeting in English."

1. Just = recently. Yudai completed the online formalities and his account is now open.
2. This phrase stresses the point that the account is 'new'. Perhaps Yudai already had a Twitter account and this is his 'new' second account.
3. To set up something = to start something or to complete all the formalities so that something new may proceed.
