The first phrase expresses more about your own reactions to the persons Japanese skills, rather than their skill, but this is a very common way of expressing the concept in the US.
"Excellent" is my favorite word for expressing the concept of "very good." It's easy to use, but a little less common, which gives it more impact! :D
