「住んでいませんでした」に、動詞 live（住んでいる、居住する）を使う場合は
We didn't live in the town three years ago.
と、短縮形 didn't を使えば２語で収まります。
あるいは、live でなく
We were not in the town three years ago.
でもいいですが、これだと「住んでいた」かどうかはわからないけれどとにかく３年前にはそこにいなかった、というだけの内容なので、少し幅広い意味になります。
「住んでいませんでした」なので
We weren't living in the town three years ago.
「私たちは3年前その町に住んでいませんでした。」
ではどうでしょうか。
weren't = were not
weren't living で「住んでいませんでした」となります。
