'previous' 「前の」'owner'「持ち主/オーナー」を合わせて 'previous owner'「前の持ち主」とすることができます。
'That must be'「～のはず・～に違いない」を最初に付けることで自然な文章になります。

それ以外にも'wrong number'「間違いの番号」を使って
I think you've got the wrong number.
「番号間違っていますよ」
と言うことも出来ます。
1) He doesn't use this number anymore.

2) He used to have this number but not anymore.
「以前は彼の番号だったけど、もう違いますよ。」
