If I do find the time, I would like to travel abroad.
I would like to travel abroad, should I find the time.
Time permiting, I would like to travel.
In the first sentence, you are saying if you do 'find time'. This actually means 'to devote time in one's busy schedule to do something else'.
The second sentence is exactly the same as the first, except that it has just been turned around.
In the third sentence, you have used the phrasal verb 'time permitting' which means ' should time afford the opportunity or possibility. You may also say: Time permitting, I will carry on studying, or I will go and watch the game, time permitting.
Time permitting, I will carry on studying
I will go and watch the game, time permitting
You can see that the sentence structure has changed but words are the same.
They are both acceptable.
permitting - means if time permits, allows,
Hope this helps

When time allows, I will go traveling. I will book a few trips away, when the time is right.
I'd love to go traveling , but the time is not right!
The desire to "get away" on a trip, or "to do some traveling" is inherent in most of us.Sometimes it can be almost overwhelming;-)
But... timing is everything and we need to align our desire to travel with the most viable or " optimum moment', to suit our schedule...
Much as we'd love to... We cannot just "drop everything" and leave town.
