共同or公衆トイレで手洗い場の蛇口閉め忘れで、水が出っぱなしになっているのを見て「ったく～誰だよ。最後に使った奴は、水道代もったいないだろ。」=Oh man, that is a waste of money. Who final used it? Completly close it. でOK?

For god’s sake は 「頼むよ！」という意味です。
