on behalf of ~ で「～の[代わりに](https://eikaiwa.dmm.com/uknow/questions/32888/)」という意味です。
email はまさに「[メールする](https://eikaiwa.dmm.com/uknow/questions/71758/)」で、contact は「[連絡する](https://eikaiwa.dmm.com/uknow/questions/1848/)」です。
あえて「返信している」ということを言いたければ I'm replying to you on behalf of ~. とも言えます。

１番目の「on behalf of 誰」という表現方法がよく使われます。 ２番目の「in lieu of 誰」は、もう少し形式ばった言い方になります。

Is a formal way to begin your email and explain to you are emailing the person for someone else.
Example:

These two expressions are suitable if you write an email to someone on behalf of someone else.
