Could you describe the condition of the car?
"Would you mind describing what happened to the car?"
「お車はどうされたか、ご説明お願いできますでしょうか？」
"Could you describe the condition of the car?"
「お車の状態をご説明お願いできますか？」
＊ would you mind: 〜〜していただけますか？（頼みごとをするときに使う丁寧なフレーズ）
＊ describe: 説明する、言い表す
＊ happen: （何かが）起きる
＊ car: 車
＊ could you: 〜〜していただけますか？（can you よりも丁寧なフレーズ）
＊ condition: 状態

1) What seems to be the problem with your car?
「お車はどのような状態ですか？」
What seems to be the problem...? で「どのような状態ですか？・どのような症状ですか？」という決まった表現方法です。
病院に行った時に
What seems to be the problem (with you) today? 「今日はどうされましたか？」
などと聞かれたりもします。
2) Do you have any idea what's wrong with your car?
「お車がどうされたかお分かりになりますか？」
中には車のことが全くわからないドライバーもいると思うので、Do you have any idea...?「お分かりになりますか？」という言い方を使っても良いかなと思います。
