話題を出すって英語でなんて言うの？

「～する人」= the one who～
「話題」topic・subject
「その話題を持ち出す」=bring up the topic
「その話題に触れる」＝touch on the subject.

その話題を持ち出したのはあなたでしょ。
You are the one who brought up the topic.

その話題に触れたのはあなたでしょ。
You are the one who touched on the subject.

この場合の出すは bring up などの表現が使われます。
過去形にすると brought up です。

「その話題を出したのはあなたでしょ？!」
"You're the one who brought it up?!" など
