転勤を伴う異動って英語でなんて言うの？

この場合、次のような言い方ができます。

ーemployees who don't need to relocate when they change positions
「異動の時、転勤をする必要がない社員」＝「転勤を伴う異動がない社員」
to relocate で「転勤する」

後半部分を次のようにも言えます。
ーemployees who don't need to relocate　when they get reassigned to another job
「異動を言い渡された時、転勤する必要がない社員」＝「転勤を伴う異動がない社員」
