見知らぬ人は a stranger ということもありますが、今回の場合はそこまで強調することでもないので、a lady でいいように思います。
On the way to work, a lady was standing on the street looking at the bush. When I passed by her, she suddenly spoke to me in English.
仕事へ行く途中に、女性が茂みを眺めながら道端に立っていました。彼女のそばを通り過ぎた時、彼女が突然私に英語で話しかけてきました。
とっさだと戸惑いますよね。でも、状況的に日本語でも結局戸惑ったと思います（笑）
一番楽なのは、とりあえず言われたことを繰り返すことです。
A snake? Really? 蛇？本当ですか？
A snake? In that bush? Wow! 蛇？あの茂みに？びっくりです！
