レストランの口コミなどによく出てくる表現です。
普通の人は知らないわけですから、secret となります。
使用例としては、a secret menu for those in the know といった
表現があり、those は簡単に言うと people の事を、in the know と
言うのは「内部事情に詳しい」という意味です。
（ those in the know: 内部事情に詳しい人たち )
ただ、those in the know と言っても、ノン・ネイティブには
分かりづらい英語ですから、こちらでアレンジして、
a secret menu for regular customers（常連客）
などと言えば、誰にでもわかりやすい、通じる英語となるでしょう。

This is what we call items that are not on the menu but are still made at the restaurant.
Secret menu
Some restaurants have a secret menu that they do not show non-regular customers, so you may ask if the restaurant has a secret menu. You may add that you heard from a friend that they had a secret menu.
"Can you make this dish for me even though it's not on the menu?"
This is how you would ask the waiter or chef to make an item for you that is not on the menu. They may say yes or no, however, many chefs feel honored to make a dish that is not on the menu.

"off the menu" or "By/on/upon request dish" is the name of dishes that are not on the
menu in the restaurant. And usually frequent customers know about these "off the menu' dishes or "by/on/upon request menu" .

OR

Waiter : "What would you like to order, please?'
You: "I would like something on the upon request dish, please."
"off the menu" または "By/on/upon request dish" はメニューにのっておらず、常連客しか知らないようなメニューのことを言います。
