People who are travelling (I.e sightseeing in a foreign country) are most commonly referred to as tourists, travellers or foreign visitors. To explain that every year the number of people travelling to Japan has been increasing, you could simply state the number of tourists to Japan has been increasing every year.

You can say this in quite a few different ways. You can describe the individuals (the people) as tourists, sightseers, travellers, foreign visitors, holidaymakers, traveller, globetrotter, backpacker etc. You can change the structure of the sentence to start with the tourists or to start with Japan e.g. Japan sees an increase in sightseers year on year. The number of sightseers in Japan has increased year on year. When we use the phrase 'year on year' we mean we are comparing the figures it to previous years. e.g. the number of visitors is larger this year compared to last year - it is easier to say year on year :)
